Born in the town of Athani in Karnataka, India, he embarked on his medical journey at Kasturba Medical College in Manipal, earning his M.B.B.S. Later, at Karnataka Medical College in Hubli, he attained his postgraduate degrees in Medicine—M.D. and D.G.O.

In 1976, Dr. Shivangi migrated to the United States, where he furthered his medical expertise. Completing a fellowship at Washington University School of Medicine, St. Louis, Missouri, he solidified his position as a respected medical professional. His contributions extend beyond medical practice, as evidenced by his role as Advisor to the US Secretary of Health and Human Services from 2005 to 2008.

Throughout his career, Dr. Shivangi has been a trailblazer in medical associations. He is the founding president of the American Association of Physicians of Indian Origin in Mississippi and has held key positions, including past president and chair of the India Association of Mississippi.
